Galveston Beach Wedding?

I am looking to get married on the beach in Galveston at the end of February. I have contacted The City of Galveston, the Park Board, and was then referred to someone named Connie who told me she would provide a canopy, minister, and chairs for $600... This wedding will only consist of me, my wife to be, and at most, 5 family members, My question is, is it possible to have a wedding on the beach without having to spend this kind of money? I have a minister, have no need for a canopy or flowers, chairs etc. Also, how is it possible for someone to "rent" out property on the beach if beach property is public property? Thank you for any help.

You don't need to do anything. Just show up and have your wedding. It is a public beach and you are not doing anything illegal. You asked them about weddings and they refered you to a person who coordinates weddings on the beach. You don't have to use their service. There is nothing that says you can't stand out on the beach with a few friends and have your wedding.
